ONE Consulting conducted a baseline study in 2018 on
reintegration of Foreign Terrorist Fighters (FTFs) and their families in Kosovo for the
Advocacy Training and Resource Centre (ATRC), on funding provided by the Global
Community Engagement and Resilience Fund (GCERF). The study spans across
five regions of Kosovo and uses mixed-methods to assess reintegration needs and
capacities. The baseline study will serve as a blueprint for the allocation of funding to
other local organizations by ATRC in the next two years, as one of two grant
managing organizations selected by GCERF.
